GENERAL JOB DESCRIPTION

The Workforce Fiscal Analyst supports the financial operations of Gesher’s workforce development programs, including Michigan Works! career centers and related WIOA-funded initiatives. This position is responsible for tracking grant expenditures, preparing budgets and forecasts, processing invoices, and ensuring fiscal compliance with federal, state, and funder requirements. The ideal candidate brings strong analytical skills, attention to detail, and comfort working within complex multi-funder environments.

QUALIFICATIONS

Education: Two years of college in finance and/or business required; Bachelor’s degree preferred.

Other: Three years of experience with computer word processing, spreadsheet, and accounting database software required. Proficiency using Microsoft Office. Strong skills in standards development, quality management, problem solving, process improvement, cost accounting, statistical analysis, financial planning, and requirements analysis. Interpersonal skills sufficient to communicate with participants, public, and staff. Composition skills sufficient to prepare required reports and paperwork.

DUTIES AND RESPONSIBILITIES

  • Track and reconcile program expenditures across multiple funding streams, ensuring all costs are verified, allowable, and posted to the appropriate fiscal systems. Perform regular reconciliations by comparing and correcting data across internal records and funder reporting systems.
  • Assist in developing and monitoring program budgets. Prepare quarterly estimates, accruals, and grant expenditure forecasts. Identify variances between actual results and approved budgets and bring material discrepancies forward with analysis and recommended action.
  • Process invoices and support timely payments in accordance with contract and funder requirements. Maintain documentation sufficient for audit and compliance review.
  • Complete monthly cost allocation worksheets and supporting documentation. Manage time study processes in coordination with program and HR staff to ensure accurate allocation of personnel costs across funding streams.
  • Develop and maintain spreadsheets, templates, and databases to support program financial reporting. Prepare reports using fiscal and database software. Analyze data and make comparative analyses to support management decision-making and respond to funder inquiries.
  • Support internal and external audits by maintaining organized, complete financial records. Protect the confidentiality of all financial and operational information. Ensure fiscal practices align with applicable regulations, including 2 CFR Part 200 where federal funds are involved.
  • Other duties as assigned.

WORKING CONDITIONS

Environmental Conditions:

  • Moderate noise (i.e., business office with computers, phone, and printers, light traffic).
  • Ability to work in a confined area.
  • Ability to sit at a computer terminal for an extended period.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to stand, sit, talk, hear, and use hands and fingers to operate a computer and telephone keyboard, reach, stoop, and kneel to install computer equipment.
  • Specific vision abilities required by this job include close vision requirements due to computer work.
  • Light to moderate lifting is required.
