GENERAL JOB DESCRIPTION

The Manager of Vocational Services oversees Medicaid funded Skill Building and Supported Employment services for individuals with disabilities with a goal of assisting them in developing the skills and confidence needed to transition to competitive integrated employment.

QUALIFICATIONS

Required:
Bachelor’s or Master’s degree in counseling, psychology, social work, or related field with associated State of Michigan licensure preferred.

Other:

Work experience serving individuals with developmental disabilities, mental illness, and/or multiple disabilities required. Supervisory experience required. Interpersonal skills sufficient to communicate with participants, public and staff. Composition skills sufficient to prepare required reports. Driving record must meet safe driving standards as established by Agency insurance carrier. Valid Michigan driver’s license.

DUTIES AND RESPONSIBILITIES

  • Supervise, train and evaluate designated staff. Provide necessary feedback to staff regarding job performance. Complete performance evaluations as required.
  • Establish and implement departmental policies, goals, objectives, and procedures.
  • Develop and maintain partnerships to ensure strong programmatic and participant outcomes.
  • Monitor content and documentation of services. Modify or develop new procedures as warranted to comply with Medicaid, Department of Community Health, CARF, and Agency standards. Ensure that all aspects of services are person-centered and that documentation supports this philosophy of service delivery.
  • Work with Navigators and supporting staff to ensure appropriate staff coverage at job sites.
  • Establish and maintain outcome-oriented relationships with other Agency departments, and outside agencies and funding sources to ensure quality services are being provided to community-based customers utilizing a team approach.
  • In consultation with the participants and staff, develop and implement specific programs to assist participants with learning and maintaining skills that maximize and promote a healthy, active, and socially integrated lifestyle.
  • Work with Accounting and administrative staff in preparing budgets; ensure that the department operates within budget guidelines.
  • Perform designated administrative functions including review/authorizing mileage re-imbursements, petty cash (up to designated dollar amounts), check requests, and employee change of status and request for personnel forms.
  • Attend required meetings and trainings as required by the Agency and funding sources.
  • Prepare necessary statistical reports.
  • Service on Agency committee(s) as appointed.

Perform Customer Service responsibilities including:

  • Marketing the programs.
  • Conducting intakes into the programs.
  • Orienting new individuals to the services and benefits available, including how to access them;
  • Helping individuals with problems and questions regarding benefits;
  • Handling individuals’ complaints and grievances in an effective manner, and
  • Tracking and reporting patterns, problem areas for the organization.

Supplemental Duties

  • Work involves the ability to work flexible hours and travel to local community/work sites.
  • Provide coverage for Navigators as required.
  • Transport participants using Agency van or own vehicle as needed.

WORKING CONDITIONS

Environmental conditions:

  • Moderate noise (i.e., business office with computers, phone, and printers, light traffic).
  • Ability to work in a confined area.
  • Ability to sit at a computer terminal for an extended period.
  • Ability to work both inside or outside of building where there may be exposure to environmental conditions such as heat, cold, humidity; dust and cleaning solutions.

Physical requirements:

  • While performing the duties of this job, the employee is regularly required to, stand, sit; talk, hear, and use hands and fingers to operate a computer and telephone keyboard, reach, stoop, kneel to install computer equipment.
  • Specific vision abilities required by this job include close vision requirements due to computer work.
  • Light to moderate lifting in required.
